Sheff Wed Confronts Serious Challenges, Says Football Regulator

'Our role is integral to football's future' - newly appointed regulator David Kogan

The team's ongoing struggles represent a a "major concern" and the new football authority is looking to gain the ability to investigate clubs in such situations, the newly appointed chairman the official has stated.

In a wide-ranging interview, the chairman, who was appointed on Monday, voiced concern towards supporters of the Owls.

The chairman convened with four supporters' associations connected to the football team in recent days.

The Championship side have been struggling on and off the field in 2025, with the club delaying salary disbursements on several different times, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," Kogan told.

"Wednesday stands as one of the great brands for the English game and recently we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will permit us to bring Wednesday and comparable cases brought to our attention if they require examination and acted upon."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with potential new owners.

Missed wage deadlines on time in earlier this year caused limitations by the league officials in June, blocking the team from conducting any transfers or loans for the next three transfer windows, although those limitations were removed in August.

Regulator's Perspective

Kogan said: "Our role exists to serve the Owls followers, Bury or any football club where fans are dedicated to a community organization that has represented their community in numerous instances.

"I fully appreciate the team's plight, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the fans themselves."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are considered unfit, the chairman responded: "If your question is 'would we intervene in the final instance?', the answer is once we assemble the facts and know what's going on, we will."

But Kogan stressed that forcing owners to sell clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The final option we would consider is start getting involved with an specific team, an individual owner, without being able to work with that owner to try and resolve the problems affecting the organization and the owner's facing," the chairman stated.

"In actuality, when you review the record of football, over the last 20 or 30 years there have been particular chairmen, not many, but particular people who have shown negligence in the approach they have taken toward their teams and eventually refuse to accept accountability for the future."

'Errors may undo substantial development'

The regulator engaged representatives from 110 clubs to explain the responsibilities of the regulator on Wednesday and maintained it represented a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"This position carries substantial significance, because if we get it wrong, if the football community fails, the extraordinary progress that's been made could disappear swiftly," the regulator warned.

"This represents everyone's worst fear in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"Considerable investment coming into football and has been channeled for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Premier League Concerns

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but the chairman responded: "I completely endorse the prosperity and expansion as an commercial operation of the elite league.

"As someone who appreciates the worry about compromising the Premier League as a premium product of England. But at the same time, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, indeed, they have been informing us confidentially they have a considerable comfort."

Partisan Associations

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the Labour Party in recent years.

The official provided financial support for government minister the politician's campaign, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any sort of politics."
